In addition to the three year Yellingbo Conservation Area Action Plan 2016-2018 required by the YCACC Terms of Reference, it was decided that a plan was required to support the establishment and ongoing management of the Conservation Area.
The Yellingbo Conservation Area Draft 10-year Plan 2018 has been prepared to guide the strategic development, management intent, and long-term planning for the Yellingbo Conservation Area. The draft Plan outlines management directions for the Conservation Area for the next 10 years.
Community consultation has informed the development of the draft plan. The Department of Environment, Land, Water and Planning asked for community feedback on the plan from 13 August 2018 to 7 October 2018. Read the summary of submissions here.
How can I participate in the community consultations for the YCA Draft 10-year Plan?
Public comment is now closed on the Yellingbo Conservation Area Draft 10-year Plan
Interested individuals, community organisations, groups and agencies were invited to make written submissions in response to the draft plan. Submissions closed on 7 October 2018.
DELWP has reviewed all submissions and released a summary of feedback here. DELWP will consider all feedback made by the community, however, any changes made to the Plan will need to be consistent with the VEAC recommendations and existing legislation on uses within parks and reserves in Victoria.

The former Yellingbo Conservation Area Coordinating Committee and the Department of Environment, Land, Water and Planning hosted three community drop-in sessions to discuss and comment on the YCA Draft 10-year Plan.
The sessions ran:
- Thursday 23 August, 6 – 8 pm, the Memo, Healesville
- Saturday 25 August, 2 – 4 pm, Upper Yarra Family Centre, Yarra Junction
- Tuesday 4 September, 6 – 8 pm, Living and Learning Centre, Monbulk (Moores Road access)

Community consultations (phase 2)
The Yellingbo Conservation Area Draft 10-year Plan 2018 has been developed through consultation with a wide range of interested community members, stakeholder groups and agencies.
Consultation and engagement for this Plan has been undertaken through targeted meetings with community groups, coordinated agency meetings, public surveys and informal conversations with community members.
The community identified the following as key opportunities for the Conservation Area: to encourage community access; to contribute to tourism opportunities; and to provide habitat for threatened species. The community also identified the biggest issues that the establishment of the Conservation Area should focus on as: ensuring appropriate long-term management; controlling weed species; controlling pest animal species; and managing bushfire risk.
The Yellingbo Conservation Area Draft 10-year Plan uses the information gathered from the community to guide management directions for the public land. The draft YCA Plan describes the current condition of the Yellingbo Conservation Area, and addresses the intent of future management. It articulates the management direction for the Conservation Area over a 10-year time frame; and aims to enhance the biodiversity values, cultural heritage values, and community enjoyment of the area. It provides strategies for managing issues that the community have identified.
When the final plan is approved, it will guide the direction and strategic approach applied to managing the Yellingbo Conservation Area. Consequently, the plan does not detail operational work, but rather will help shape such activity by encouraging compatibility with the vision for the area and existing strategies and guidelines established by relevant bodies.
The Yellingbo Conservation Area Draft 10-year Plan has been prepared to articulate the vision for the Conservation Area based on the Government Response to Victorian Environmental Assessment Council’s (VEAC) Yellingbo Investigation Area Final Report (2014), and to incorporate community insight on the proposed direction for management of the Conservation Area. Individuals and groups are encouraged to comment on this draft to help shape the future management of the Conservation Area.
The Yellingbo Conservation Area Draft 10-year Plan is a strategic guide to the management of the natural values of the planning area. The Plan provides for a range of continuing and future uses including biodiversity and threatened species protection, recreation, conservation, interpretation and education.
Chapter 1 outlines the proposed management zones of the Conservation Area and Chapter 2 through 5 discuss the values of the Conservation Area. Within Chapters 2 –6, key overarching management outcomes are articulated and the associated goals and strategies to achieve these outcomes are expressed.
Chapter 7 introduces the different precincts for the area. These precincts provide the framework of geographical areas where specific management directions can be applied and where certain activities can occur.

Initial consultation – Draft Yellingbo Conservation Area (YCA) Plan
During 2017 the former Yellingbo Conservation Area Coordinating Committee (YCACC) consulted with stakeholder agencies, community organisations, and individuals to develop a better understanding of the interaction between biodiversity values and human activity within the Conservation Area. The Conservation Area Planning Process (PDF) details the planning methodology that guided the development of the draft YCA Plan.
Feedback from the initial community consultations, as reported by the DELWP YCA Project Implementation Team, identified four key themes: conservation; recreation and tourism; industry and adjacent land use; and threats and issues. This thematic focus has enabled a better understanding of key activities occurring within the Conservation Area; and will inform the planning process in the context of the broader landscape rather than in isolation. The Conservation Area has been widely referred to as the Yellingbo Conservation Area but it is important to note that it extends much further than the existing Yellingbo Nature Conservation Reserve and the township of Yellingbo. A process for renaming the Conservation Area will be progressed during the planning process.
